Role Summary: The Tender Management Specialist leads Deloitte’s bidding process in Qatar, managing the full tender lifecycle on the Monaqasat portal and other sources. As a bilingual expert, you ensure all submissions are compliant, complete, and timely, acting as the key link between procurement requirements and internal teams.
Responsibilities:
- Conduct daily scans of Monaqasat and other portals to identify opportunities.
- Review and summaries tender notices in Arabic and English for leadership.
- Route opportunities promptly to relevant Portfolio/Service Line Leads.
- Maintain the Master Bid Tracker from opportunity identification to submission.
- Provide customized Compliance Checklists to bid teams for error-free submissions.
- Manage bid bonds, performance bonds, and corporate certificates logistics.
- Oversee all Monaqasat portal activities including uploads, submissions, and queries.
- Set and enforce internal deadlines ahead of official submission dates.
- Coordinate final bid assembly, ensuring correct formatting and indexing.
- Secure and archive proof of submission and update tracking systems.
- Manage post-submission clarifications and coordinate responses.
- Support administrative preparations for clarification meetings and presentations.
- Enforce compliance with legal, financial, and procedural tender requirements.
- Build and maintain strong relationships within procurement and finance ecosystems.
- Drive continuous improvement through SOP updates, training, and debriefs.
Required Experience & Qualifications:
- 7+ years in bid operations, tender management, or procurement in Qatar or the region.
- Native or professional-level proficiency in Arabic and English.
- Strong attention to detail, document control, and deadline management.
- Proficient in Microsoft 365 (Teams, SharePoint, Excel, PowerPoint); experience with trackers/CRM; Power BI is a plus.
- Clear, concise writing skills to translate RFPs into actionable checklists.
- Proactive, curious, and relationship-oriented.
- Knowledge of bid bonds, performance bonds, and coordination with banks/finance.
- Solid understanding of public tender compliance requirements (technical vs financial separation, mandatory forms, addenda control).
