We are seeking a visionary and highly strategic Manager/Senior Manager of Municipality and Urban Technology Strategy to lead the digital transformation in this sector for our key clients. The candidate will have a deep understanding of urban technology trends and the unique challenges of city and municipality management. This role requires a proven leader with a track record of leveraging technology, particularly AI and data analytics, to improve citizen services, enhance operational efficiency, and create a more sustainable and livable cities. The candidate will be a key leader in shaping smart city roadmaps, understanding policy decisions, and building a culture of innovation that benefits residents and stakeholders.

Key responsibilities:

  • Strategic Leadership and Vision: Develop and articulate a comprehensive municipality and urban technology strategy aligned with long-term master plans. Act as a trusted advisor on emerging technology trends, opportunities, and risks
  • Digital Transformation of Public Services: Lead the design and oversee the lifecycle of digital transformation initiatives across municipal departments, transportation, emergency services, and urban planning. 
  • AI and Advanced Analytics for Urban Management: Drive the integration of Artificial Intelligence (AI), Machine Learning (ML), and data analytics to unlock new insights, optimize municipal operations, and enable predictive capabilities. Identify and prioritize high-impact use cases such as predictive maintenance of infrastructure, intelligent traffic management, waste management optimization, and citizen sentiment analysis.
  • Technology Architecture: Define and govern enterprise technology architecture, ensuring it is scalable, secure, and resilient. Develop a technology roadmap that incorporates cloud and edge computing, Internet of Things (IoT) sensors, and smart city platforms to support a data-driven operating model.
  • Cost Reduction and Efficiency: Identify and lead technology-driven initiatives to reduce operational costs, improve resource utilization (e.g., energy, water). 
  • Governance and Change Management: Modernize the IT operating model to be more agile and responsive to citizen needs. Lead change management efforts to foster a digital-first culture across the municipality, ensuring the successful adoption of new technologies by city employees and the public.
Typical Domains and Platforms
  • Urban Planning & Development: In-depth knowledge of GIS systems, land use planning, building permits, and smart city master planning.
  • Public Safety: Understanding of public safety technology, including smart surveillance, predictive policing analytics, and emergency response systems.
  • Infrastructure Management: Experience with intelligent transportation systems (ITS), smart grids, water management, and public works asset management.
  • Citizen Services: Knowledge of e-governance portals, mobile citizen engagement apps, and CRM systems for public service.
  • Sustainability: Expertise in technologies for emissions monitoring, energy efficiency, and waste management optimization.
  • ERP & Financial Management: Familiarity with how ERP systems like SAP or Oracle integrate with municipal finance and operations.
  • IoT and Smart City Platforms: Experience with IoT platforms for real-time data collection from sensors (e.g., traffic, air quality), as well as integrated smart city dashboards.
  • Cloud and Data Platforms: Proficient in leveraging major cloud platforms (AWS, Azure, Google Cloud) for building scalable and secure city-wide data solutions and AI models.
  • CRM & Citizen Engagement Tools: Experience with platforms that manage citizen requests, feedback, and communication.
Qualifications:

  • 8+ years of progressive experience in technology leadership, with a significant portion in a public sector, government, or smart city context.
  • Demonstrable experience in leading large-scale digital transformation programs within a city or municipal setting.
  • Expertise in a wide range of technologies, including AI, ML, cloud platforms, data analytics, IoT, and enterprise architecture.
  • Proven ability to design and implement technology strategies that result in tangible public value, including improved citizen satisfaction and operational efficiency.
  • Deep understanding of the operational and technological challenges of municipal government.
  • Exceptional strategic thinking, problem-solving, and communication skills, with the ability to influence and engage with elected officials and public service leaders.
  • Experience in designing and implementing agile governance and project management models.
  • Strong leadership and people management skills, with a track record of developing and inspiring teams.
